One of South Africa’s most senior police officers, Shadrack Sibiya, has been charged with raping an 18-year-old woman and grooming a 16-year-old girl. Sibiya, already suspended as deputy national police commissioner over alleged interference in political killings investigations, was arrested on Monday. He faces multiple charges including rape, people trafficking, and promoting the sexual grooming of a child.

Sibiya’s arrest comes at a time when South Africa is grappling with high rates of gender-based violence and femicide, and as the nation’s police force faces scrutiny over allegations of corruption and criminality. The country is still reeling from the discovery of nine women’s bodies in Ekurhuleni, east of Johannesburg, earlier this month, highlighting a severe crisis in safety for women and girls.

The charges against Sibiya include the alleged rape of an 18-year-old woman at a hotel in Johannesburg’s Sandton business district in May. He also faces charges related to the grooming of a 16-year-old girl. Prosecutors argued Sibiya is an escape risk, leading to his detention in Pretoria until a bail hearing scheduled for September 29.

Puleng Dimpane, the acting national police commissioner, stated that police officers are entrusted with protecting the vulnerable and cannot be implicated in conduct that undermines this responsibility. Dimpane emphasized that there is no place within the police service for individuals accused of abusing their positions or violating the rights of women and children, especially as the country confronts the scourge of gender-based violence.

The Madlanga Commission judicial inquiry has been investigating allegations of corruption and criminality within the police service for the past year. Sibiya’s case adds to the growing concerns about integrity and accountability within the South African Police Service (SAPS).
