Egypt's strategy to influence Ethiopia's future Nile dam projects centers on diplomacy, international pressure, and cooperation with Sudan, rather than attempting to halt construction directly. This approach comes after Egypt's inability to prevent the completion of the Grand Ethiopian Renaissance Dam (GERD), which exposed the limitations of Cairo's leverage.

The revival of three proposed Blue Nile hydropower projects – Karadobi, Mandaya, and Beko Abo – now presents a new challenge. These projects, discussed for years, will test whether Egypt can translate its decade-long opposition into practical influence over Ethiopia's river development plans. The three projects were listed in a 2024 academic study as potential Blue Nile developments, with Karadobi and Beko Abo noted as alternatives in a possible three-dam configuration.

Ethiopia's Water and Energy Ministry announced plans to advance these projects in March, according to subsequent reports. The combined generating potential is estimated at approximately 5,700 megawatts, though these figures are preliminary as the projects remain in the planning stages. This announcement followed Ethiopia's inauguration of the GERD in September 2025, which proceeded despite Egypt's sustained objections.

For Ethiopia, these dam projects are integral to its goals of electricity generation, economic growth, and energy security. Addis Ababa contends that expanding hydropower is crucial for providing reliable electricity access to millions of its citizens. The potential impact on downstream nations like Egypt and Sudan will hinge on the scale of these new projects and how they are operated.

Experts suggest that the consequences for Egypt and Sudan will vary significantly. "Smaller dams could generate electricity for local communities without significantly reducing the volume of water reaching downstream countries," explained Ezekiel Gebissa, an Ethiopian professor at Kettering University. Conversely, projects focused on large-scale irrigation could have more profound implications for water availability.

Key factors influencing the downstream impact include reservoir size, filling schedules, water release protocols, and operational rules. A dam primarily designed for power generation would likely have different effects compared to one intended for extensive irrigation purposes.

Egypt views the Nile as its primary freshwater source, making any significant upstream changes a matter of national security. Cairo's primary concern is not Ethiopia's electricity generation but the potential consequences of upstream water storage and management, particularly during drought periods.
